I mailed my payment on the due date, why was I charged a penalty for payment not arriving to the treasurer's office on time?

Please remember, the payment envelope has to have a federally cancelled postmark on or before the due date.
Details
A postage meter date does not constitute a valid postmark. When dropping your envelope at the post office or in a mailbox, it may not be validated that day. When in doubt of a timely payment, have your postmaster hand validate your envelope.
